Why do they ask whether the people living or staying in the household (other than Person 1) usually live or stay somewhere else?
This question is designed to confirm whether each person meets the residency criteria set forth in the instructions. In other words, it allows the Census Bureau to determine whether a person was counted who should not have been. Additionally, the answers to this question can be used to help identify and reconcile duplicate responses.
